When a property sells in SaddleBrooke, there are some fees that need to be paid. The most notable is the Capital Improvement Fee. This is a one-time fee due at closing. The funds from this, as the name implies, go into a special fund that is designated for capital improvements (as opposed to going into an operating fund).

The Capital Improvement Fee is typically paid by the buyer, since they will be the one to benefit from any future capital improvements. It is also sometimes referred to as a “Community Improvement Fee” or “Resale Fee” or simply just the “CIF”.

The Capital Improvement Fee varies by HOA:

It is currently 1.5 times the annual dues in SaddleBrooke HOA 2, or $5,505 ($3,670 x 1.5).

It is currently 1 time the annual dues in SaddleBrooke HOA 1, or $3,160.

Other HOA fees due at closing are the HOA Transfer Fee. This is for the HOA to transfer the ownership of a property in their system(s). This fee can either be paid by the buyer or seller. It is due one time at closing. The current transfer fees for 2026 are $329 for HOA 1 and $350 for HOA 2.

There is also a Disclosure Fee due at closing. This is a fee to obtain all of the documents and information that a buyer is required to receive once a property goes under contract. Things like the CC&Rs, Rules and Regulations, Financial Statements, etc. It is Arizona State Law that this fee is paid by the seller. The fee is currently $29 in HOA 1 and $50 in HOA 2.

Villas – there are 3 different areas of “Villas” within SaddleBrooke. Each of these has their own sub-HOA that takes care of things like exterior maintenance of the property. Each of these sub-HOAs will have their own fees due at closing in addition to the SaddleBrooke “Master” HOA dues.
